July 2015 RV Manufacturer Recalls

Your recreational vehicle may be involved in a safety recall and may create a safety risk for you or your passengers. Safety defects must be repaired by a certified dealer at no cost to you. However, if left unrepaired, a potential safety defect in your vehicle could lead to injury or even death.

What is a recall?
When a manufacturer or the National Highway Traffic Safety Administration (NHTSA) determines that a recreational vehicle or item of RV equipment creates an unreasonable risk to safety or fails to meet minimum safety standards, the manufacturer is required to fix that vehicle or equipment at no cost to the consumer.

The National Highway Traffic Safety Administration has recently announced 5 recall notices involving 2 recreational vehicle/chassis manufacturers— Gulf Stream Coach and Forest River.

Gulf Stream Coach, Inc.

gulf-stream-logoGulf Stream Coach, Inc. (Gulf Stream) is recalling certain model year 2015 Canyon Trail and Sedona trailers manufactured April 3, 2014, to September 30, 2014. In the affected vehicles, a rivet for the quad entry steps may shear and fail, causing the steps to give when being used.

If the rivet shears causing the quad step to fail, the step user may fall, increasing the risk of personal injury.

Gulf Stream will notify owners, and dealers will remove the rivets and the step sections will be bolted together, free of charge. The recall is expected to begin on June 30, 2015. Owners may contact Gulf Stream customer service at 1-800-289-8787. Gulf Stream’s number for this recall is HS060215.

(Forest River) is recalling certain model year 2016 Evo, Salem, Sandstorm, Shockwave, Stealth, Wildwood, Cherokee Grey Wolf, Wildcat Maxx, Vibe, R-Pod, and Surveyor trailers. In the affected trailers, the studs that are used to attach the wheels to the axle hubs may break.

If the wheel studs break, the wheel could detach from the vehicle, increasing the risk of a crash.

(Forest River) is recalling certain model year 2015 Shasta Airflyte SAT16 and SAT19 recreational travel trailers manufactured September 15, 2014, to October 22, 2014. The affected trailers have a Federal Certification Label that incorrectly lists the tire size, gross axle weight rating (GAWR), gross vehicle weight rating (GVWR) and cargo carrying capacity. As such, these vehicles fail to comply with the requirements of 49 CFR Part 567, “Certification.”

If the operator overloads the trailer due to the incorrect information on the Certification label, the tires may fail suddenly, increasing the risk of a crash.

If the wheel studs break, the wheel could detach from the vehicle, increasing the risk of a crash.

forest-River-logoForest River, Inc. (Forest River) is recalling certain model year 2015 Dynamax Rev vehicles manufactured November 25, 2014, to November 26, 2014. The affected vehicles may have been manufactured with head restraints that exceed the maximum backset measurement limit of 55mm. As such, these vehicles fail to comply with the requirements of the Federal Motor Vehicle Safety Standard number 202a, “Head Restraints.”

If the vehicle is struck from behind, the head restraint may not properly limit the seat occupant’s head movement rearward, increasing the risk of injury.

Forest River will notify owners, and Chrysler dealers will replace the front seat head restraints, free of charge. The manufacturer has not yet provided a notification schedule. RV Manufacturer Fined $5 Million Over Safety Violations

In an earlier post Vogel Talks RVing reported that Forest River Inc. was embroiled in a dispute with the National Highway Traffic Safety Administration (NHTSA) over its handling of records related to product recalls, safety, and warranties.

forest-River-logoFollowing an investigation it opened September 30, 2014, the NHTSA found that Elkhart, Indiana-based RV manufacturer Forest River Inc. appeared to have violated its Early Warning Reporting obligations repeatedly.

Forest River Inc. is a division of Warren Buffett’s Berkshire Hathaway.

This past Thursday (July 9), NHTSA fined Forest River Inc. $5 million due to safety violations leaving consumers at risk of fire.

Regulators said Forest River was slow to report some required data and failed to swiftly launch two safety recalls after problems were found in nearly 1,000 of its travel trailers.

In the recalls, Forest River initially failed to order recalls immediately and instead just sent safety bulletins to its dealers about the problems. The company also failed to report everything to regulators as quickly as the law requires once it knew about problems.

According to NHTSA, Forest River failed to report the mishandling of recalls for a number of recreational vehicles—726 Rockwood and Flagstaff travel trailers and 200 Palomino travel trailers.

Regulators detected loose wiring that could lead to fire hazards in the Rockwood and Flagstaff vehicles and discovered a defect of the exhaust in the Palomino vehicles which could potentially raise carbon monoxide exposure and reduce fresh air intake.

Forest River Inc. will pay up to $30 million in additional fines if regulators find any additional violations in the next three years.

In 2014, the company generated $3.8 billion of revenue.

forest-River-logoForest River claims they are working with officials to resolve the inquiry and will hire an independent monitor to administer safety requirements and enhance security procedures. In addition, the company will hire an in-house consultant to oversee reporting operations as part of the settlement.

The company will adopt and promote “best practices” standards for the recreational vehicle industry and enforce its guidelines to become the industry model in safety.

“Safety is a critical shared responsibility, and when manufacturers fail to meet their responsibility, the Department will enforce the law,” Transportation Secretary Anthony Foxx said.

Forest River, Inc. was founded by Peter Liegl in 1996, which today makes all classes of recreational vehicles, cargo trailers, utility trailer, pontoon boats, light and medium-duty buses (primarily shuttle buses), portable offices, and structures to use for temporary schools.

The company operates 60 manufacturing facilities throughout the Mid West and West Coast and employs 5,400 workers.

The affected trailers may be equipped with incorrect certification labels that state the gross vehicle weight rating (GVWR) is 18,500 pounds when the actual GVWR is 18,000 pounds. As such, these vehicles fail to comply with the requirements of the Code of Federal Regulations number 567, “Certification.”

The incorrect GVWR on the labels may result in the vehicle operator over loading the vehicle which could increase the risk of a crash.

(Tiffin) is recalling certain model year 2015 Allegro Red 36 QSA, Allegro Red 38 QBA, Phaeton 40 QBH, and Phaeton 40 QKH motorhomes manufactured April 22, 2014, to May 8, 2015. In the affected vehicles, moisture may enter the slide-out controller and cause the “switch out” connection to short, and cause the motorhome slide-out section to extend while the motorhome is moving.

If the slide-out opens during transit, there is an increased risk of a vehicle crash.

Cruiser RV

CruiserCruiser RV (Cruiser) is recalling certain model year 2015 Viewfinder recreational trailers manufactured September 4, 2014, to March 30, 2015. In the affected vehicles, the liquid propane (LP) compartment in the slide room is not properly sealed to the interior of the trailer. If a leak occurs in the LP compartment, propane gas could dissipate into the interior of the trailer.

A propane gas leak into the interior of the trailer increases the risk of a fire in the presence of an ignition source.

Cruiser will notify owners, and dealers will modify the recreational trailer so that the LP compartment is sealed from the passenger area, free of charge. The recall is expected to begin in May 2015. April 2015 RV Manufacturer Recalls

Forest River, Inc.

forest-RiverForest River, Inc. (Forest River) is recalling certain model year 2014 Palomino SolAire trailers manufactured July 1, 2014, to August 31, 2014. The affected vehicles may have been manufactured without an exterior furnace vent causing exhaust fumes to be vented into the trailer. Additionally, the lack of a furnace vent may result in a heat buildup around the furnace.

Exhaust fumes inside the trailer may result in carbon-monoxide poisoning, increasing the risk of occupant injury. A heat buildup, increases the risk of a fire.

Forest River will notify owners, and dealers will install an exterior furnace vent in any affected trailer that does not have one, free of charge. The recall is expected to begin in April 2015. Damage to the wires that control the brakes may unexpectedly lengthen the distance needed to stop the vehicle, increasing the risk of a crash. Additionally, a short in the wires may increase the risk of a fire.

(Forest River) is recalling certain model year 2015 Coachmen Prism recreational vehicles manufactured from July 1, 2014, through October 14, 2014 and built on Mercedes-Benz Sprinter chassis. In the affected vehicles, the abutting wedge, a component attached to the door jamb to make opening the door easier after a severe frontal impact, may have been installed incorrectly.

If a vehicle that has an incorrectly installed abutting wedge is involved in a severe frontal crash, greater force may be necessary to open the doors, increasing the risk of injury.

In the affected vehicles, the screws that attach the expanding room to the sliding mechanism cable may fail allowing the room to extend unintentionally while the vehicle is in motion.

If the room extends while vehicle is in motion, there is an increased risk of a crash.

Newmar Corporation

Newmar Corp image001Newmar Corporation (Newmar) is recalling certain model year 2014-2015 King Aire, Essex, London Aire, and Mountain Aire motor homes manufactured November 26, 2013, to November 11, 2014. The wiper blades may separate from the wiper arm connectors, especially when the wipers are used at the high speed setting.

If the wiper blades separate from the wiper arms, the driver may have reduced visibility, increasing the risk of a crash.

The remedy for this recall is still under development. The manufacturer has not yet provided a notification schedule. Owners may contact Newmar customer service at 1-800-731-8300.

(Winnebago) is recalling certain model year 2015 Winnebago ERA, View, and Itasca Navion vehicles manufactured September 11, 2014, to February 27, 2015 and built on a Mercedes-Benz Sprinter Chassis. In the affected vehicles, the abutting wedge, a component attached to the door jam to make opening the door easier after a severe frontal impact, may have been installed incorrectly.

If a vehicle that has an incorrectly installed abutting wedge is involved in a severe frontal accident, a greater force may be necessary to open the doors, increasing the risk of injury.

Mercedes-Benz notify owners, and their dealers will check the installation of the abutting wedge, correcting it as necessary, free of charge. The recall is expected to begin in March 2015. Owners may contact Mercedes-Benz Sprinter customer service at 1-877-762-8267.

Tiffin will notify owners, and dealer representatives will come to where the motorhome is parked, looking for any steering knuckle in the affected production lot. (Gulf Stream) is recalling certain model year 2010-2014 Conquest SE, Trailmaster, and Kingsport recreational trailers, models 265BHS and 265BHG, manufactured October 28, 2009, to August 22, 2013. The tire label on the affected trailers does not contain the correct tire size and tire pressure information. As such, these vehicles fail to comply with the requirements of 49 CFR Part 567, “Certification.”

A tire blowout may result if the operator over inflates the tires due to incorrect label information, increasing the risk of a crash.

Gulf Stream will notify owners and will send owners corrected labels with instructions for the proper installation of the labels, free of charge. The recall is expected to begin in March 2015. (Lance) is recalling certain model year 2015 Slide-In Campers, and Travel Trailers built April 10, 2014, to December 15, 2014, and equipped with certain Latitude Awnings, styles GX and G, manufactured by Carefree of Colorado. The affected awnings may have screws that attach the lateral arm brackets to the mounting brackets that were not manufactured to specification.

The screws could fail, causing the supporting bracket to fail, and the awning to fall and potentially strike and injure a person beneath it.

If the trailer is loaded based on the incorrect GVWR, the hitch assembly would be overloaded which may result in hitch assembly failure, causing a loss of control and increasing the risk of a crash.

In the affected vehicles, excessive foam insulation and/or loose wiring may touch the Chill Chaser heating element.

If the foam insulation or loose wiring contacts the heating element, there is an increased risk of fire.

The screws that secure the tray for the liquid propane (LP) tanks may fail and the LP tanks may fall from the trailer.

If the screws that secures the tank to the trailer fails, the tank can separate from the trailer becoming an object that can impact another vehicle on the road. There is also an increased risk of a fire.

If the rivet shears causing the quad step to fail, the step user may fall, increasing the risk of personal injury.

In the affected trailers, the slide floor can be flipped up to access the storage space underneath. If the floor is flipped up while the trailer is stationary, the trailer occupants may be exposed to exhaust fumes from the generator or fumes from the exterior fueling station.

If the optional slide floor is opened and the occupants are exposed to fumes, there is an increased risk of injury.

Motorized & Towable RV Sales Soar in 2014

Sales of recreational vehicles in the United States hit a low point during the recession, bottoming out in the spring of 2009 with the bankruptcy of two large motorhome manufacturers—Fleetwood Enterprises and Monaco Coach.

Yet these days, RV sales have improved along with the economy. Lower priced towables with price tags that can start at around $10,000, led the recovery. Sales of the more expensive motorized RVs, including motor \homes that can have price tags well over $500,000, caught up later.

In North America sales were running over 300,000 units a year until 2008, according to report by Statistical Surveys Inc. (SSI). In 2009, sales dropped to 206,000 units. By 2013, they went back to 303,000 units. So in four years it came back 47 percent from the bottom, which is very impressive as an economic indicator.

During that time, sales of towable RVs (including folding trailers, truck campers, and travel trailers) rose 46.4 percent while sales of the more expensive motorized motorhomes (Class A, B, and C) gained 51 percent from the 2009 low.

And in 2014 motorized and towable RV sales continued to soar.

December 2014 motorhome retail registrations increased 27.4 percent compared to the same period a year ago, driving year-end totals to a 16.4 percent increase.

Forest River Inc. was the sales leader for 2014 with a 24.8 percent market share, edging out No. 2 Thor Industries Inc. which captured a 24.2 percent share. Winnebago Industries Inc. was third with a 20.8 percent share, according to the latest report by SSI.

Sales in the Class A motorhome market grew 23.1 percent for the month while ending the year up 14.8 percent. Thor led the segment with a 23 percent market share followed by Winnebago (20 percent), Forest River (15.4 percent), and Tiffin Motorhomes Inc. (15.1 percent).

Class C motorhome registrations saw a 34.7 percent rise in December and posted an 18.3 percent gain for 2014. Forest River was the segment leader for the 12 months with a 35.7 percent market share, followed by Thor (25.6 percent), and Winnebago with 21.7 percent of the market.

Adding further evidence of a banner year for the RV industry, SSI reported that towable retail sales climbed 10.3 percent in 2014, spurred by a 24.4 percent increase during December. All segments showed year-over-year gains for the month.

Towable results by category showed:

Sales for the high-volume travel trailer sector shot up 30.5 percent for the month and 12.3 percent year-to-date.

Fifth-wheel registrations gained 12.9 percent in December and 7.1 percent for the 12 months.

Folding camping trailer sales were up 5.4 percent for the month but dipped 2.8 percent for the year.

Recreational park trailer sales gained 38.7 percent in December and 6.5 percent for the 12 months.

Forest River Inc. was the towable sales leader for 2014 with a 36.4 percent market share, edging out Thor Industries Inc. which captured a 36.1 percent share. Jayco Inc. was No. 3 with a 12.9 percent share.

By segment, Forest River was No. 1 in travel trailer sales for the year with a 37.4 percent market share, ahead of Thor (33.6 percent) and Jayco (14.4 percent).

Thor was No. 1 in fifth-wheel sales, capturing a 49.1 percent market share, followed by Forest River (30.4 percent), Jayco (8.9 percent) and Grand Design RV Co. (6.3 percent).

Forest River was the folding camping trailer sales leader for the full year with a 64 percent market share while Jayco (14.1 percent) held the No. 2 position followed by Columbia Northwest/Aliner Inc. (11.3 percent).

In the park model segment, Kropf Manufacturing Co. Inc. was No. 1 with a 15.1 percent share, followed by Skyline Corp. (12.7 percent) and Thor (10.8 percent).

Forest River Faces Fines For Safety Reporting Violations

Elkhart, Indiana-based RV manufacturer Forest River is embroiled in a dispute with the National Highway Traffic Safety Administration (NHTSA) over its handling of records related to product recalls, safety, and warranties.

Following an investigation it opened September 30, 2014, the NHTSA found that Forest River appeared to have violated its Early Warning Reporting obligations repeatedly, The Elkhart Truth reported.

The federal regulation requires vehicle manufacturers to provide the agency with information regarding claims related to any deaths and injuries involving its vehicles, or any information

Forest River also apparently failed to submit quarterly reports on its progress completing safety recalls, failed to comply with other recall-related requirements, and might have violated other parts of the Safety Act, the agency states on the website.

A vehicle manufacturer can either voluntarily recall a product for a safety reason or be ordered to do so by NHTSA. In either case, the manufacturer must file:

  • A public report describing the safety-related defect or noncompliance with a federal motor vehicle safety standard and the major events that resulted in the recall determination
  • A description of the remedy
  • A schedule for the recall

NHTSA monitors each safety recall to ensure the manufacturers provide owners safe, free and effective remedies according to the Safety Act and Federal regulations, the agency states on the website.

On October 2 the NHTSA ordered Forest River to provide the missing information, covering all makes and models from 2009 to the present, by November 1, The Elkhart Truth reported.

The company made an attempt but failed to fully answer about one-third of the questions, NHTSA’s chief counsel O. Kenneth Vincent wrote in a November 19 letter to Forest River Chief Corporate Engineer William Conway Jr.

As a result of the answers that Vincent deemed incomplete, the NHTSA demanded Forest River pay a fine of $7,000 a day from November 2 to November 19, or $126,000. Carried forward to include the days from November 19 to Tuesday, January 27, that total would have grown to $616,000.

If the company does not fully respond to the order and pay the fines accrued as of the date it does so, the NHTSA could refer the matter to the U.S. Department of Justice to file suit in federal court, Vincent wrote Conway.

Neither Conway nor any other Forest River officials could be reached for comment, The Elkhart Truth reported.

But in their reply to the October 2 order, Forest River said it could not supply the requested information because its software vendor had failed to design and install software that tracked the federally mandated records. Forest River said it only realized it hadn’t been filing the information after receiving the order.

The company said it had since terminated its relationship with the software vendor and hired a new one, and that it was creating a new department that will develop and implement a plan to comply with reporting requirements.

But the NHTSA’s Vincent wasn’t satisfied.

“This is unacceptable,” Vincent wrote.
